The Public Health Responsibility Deal is a flagship public-private voluntary partnership initiated by the former Secretary of State for Health, Andrew Lansley. Under the Deal business and NGOs agree to implement a range of 'pledges' designed ultimately to improve public health in areas such as food, alcohol, health at work and physical activity.

This presentation discusses the challenges of specifying the evaluation of a complex initiative designed to operate at multiple levels and across different health and economic sectors based on work undertaken by PIRU in 2011 and 2012.
