Stephen is an Associate Professor with over a decades’ experience in developing and applying quantitative approaches within health economics. He is Associate Professor of Health Economics and Econometrics in the Health Services Research & Policy Department. His main research interests are around novel causal inference and machine learning approaches that can be applied within policy evaluation and health economics. His current work focusses on the estimation of heterogeneous effects of treatments/interventions.

Stephen has collaborated with the Improvement Analytics Unit (IAU), an innovative partnership between NHS England and the Health Foundation that evaluates local health care initiatives in the UK, and served on the Irish Government Economic and Evaluation Service (IGEES) External Advisory Group from 2018-2020.
